The western part of Shizuoka Prefecture, known as Enshuu and which includes Hamamatsu City, has long been called the community of "Totomi Tengu." The area has been known and popularized as a land of tengu since ancient times.

The most significant of these tengu is "Akiha Sanshakubou," who is said to be the boss of the Totomi Tengu. There are various types of tengu, but Akiha Sanshakubou is known as a Karasu (Crow) Tengu.

The Karasu Tengu serves as the deity of the sacred mountain "Akiha-san." Alongside that of Atago Shrine in Kyoto, he is one of the top two fire-prevention gods in Japan, and is also well known for prayers to ward off illness, as well as the fulfillment of great wishes. In addition, the "Akiha" of "Akiha-san" was so deeply worshiped all over the country that "Akihabara" in Tokyo derives its name from here.
